Shared facilities and associated infrastructure should not disappear between developer and contractor scopes.

A combustion project may require a detailed emissions inventory and air-dispersion modelling for normal, start-up or other agreed scenarios. Inputs can include stack parameters, fuel characteristics, operating loads, nearby sources, meteorology, terrain and receptor grids. Model choice, background data and assessment criteria need authority or project agreement; using a familiar software name does not make a model automatically suitable.

Connect design, construction and operations

Environmental commitments must survive handover. During design, a register can link each commitment to a drawing, specification or operating requirement. During procurement, the same register becomes part of contractor scope. During construction, a CEMP assigns controls for clearing, earthworks, dust, noise, waste, fuels, water and ecological constraints.

The operational plan reflects the completed asset. It can cover permit conditions, emissions or discharge controls, preventive maintenance, monitoring, calibration, incident escalation, reporting and change management. Prepare an auditable submission

An efficient workstream starts with a data request covering layouts, process descriptions, mass and water balances, equipment schedules, fuel or material specifications, operating cases, construction methods and previous approvals. The gap review identifies what is confirmed, provisional or missing and who owns each input.

Our delivery partners then prepare baseline surveys, models and assessment chapters against a controlled design basis. Cross-checks are important:

  • the capacity used in the project description should match the emissions inventory;
  • the cooling concept should match the water balance; and
  • the receptors should be consistent across maps and models.

Submission includes a response log and assumptions register so later revisions can be traced.

Commissioning deserves its own environmental review. Temporary generators, first fuel, cleaning, flushing, chemical charging, initial discharge and performance testing may differ from normal operation. The project should identify which permit conditions and management controls apply, who authorises each step and what monitoring or records are required. The verified as-built configuration and operating data can then be transferred into the OEMP without losing the basis on which the assessment was accepted.
